People must pass driving tests to show they are competent drivers. The problem, though, is that while passing a test may prove a person can drive, it doesn't mean they will drive as safely once they've passed the test! From what I can see less than 1% of the drivers on the road would pass a driving test they way they normally drive. Nearly everyone drives too fast and follows other cars too closely to pass a driving test. All tests prove is that a driver can drive safely, not that they will. I would assume that the majority of people who fail driving tests don't drive all that poorly. In fact I would assume that many who failed tests were actually driving better than most people with licenses! It is a sad state of affairs when to pass a driving test one must drive much better than most people than people who already have their licenses.
